Hello everyone,

for Open Access Services discussion on Thursday, i put together the generalized steps that are needed.
We might handle these topics separately and merge them into the procedure after we decide on it:
1. Define Access modes

  *
Open application: Scheduled, periodic application.
  *   Collaborative R&D project request: accepted anytime ?

2. Publish Technology Services

  *
Publish a list of offerings services: design kits, prototyping, testing, packaging, training

3. Define Governance Bodies

  *   MCT: compliance with policies, report to PO
  *   Access Committee: define the scope of work, nominate the Leading Partner, technical experts and Account Manager, oversees evaluation, report to MCT
  *   Account Manager:
  *   Technical Team(s): Experts evaluate feasibility and resource needs, advising Access committee and lead partner(s)

4. Assign the Leads

  *   Appoint a Lead Partner or lead entity to manage each approved request
  *   Include if necessary Supporting Partners for multi-entity collaborations, coordinated by Access Committee (or a Lead partner?)

5. Selection and ranking
The following criteria may be used:

  *   Eligibility: Legal standing, geographic or institutional eligibility, compliance with security/confidentiality/export rules.
  *   Technical and capacity feasibility: Ensuring sufficient resources and technical alignment.
  *   Ranking:

- for Services: used when demand exceeds capacity, based on impact, readiness, priorities.
6. Proposal (Agreement) negotiation leading by Access Committee:

  *   Lead Partner drafts a technical and financial proposal.
  *   Sign NDA before sharing confidential details.
  *   Conclude with a User Agreement on scope, deliverables, IP rights, costs, and timelines

7. Support, monitoring and tracking

  *   Regular reviews
  *
The end-user can be offered workshops and/or trainings or any other support during the Project.
  *
Access Committee is responsible for monitoring and reporting to MCT.
  *
To archive the proposal even if negotiations fail
  *

Hi Alona and Katia

Yesterday the PO said he would chase up Chips JU legal on Collaborative R&D Projects (he is positive).

While we wait for it, do you think it makes sense to meet to discuss a plan for Open Access Services? How to get to first offering? Cost and IP Model?

I would suggest to have such a meeting before Christmas, so that I can work on it during.

Pls let me know.
